一、内容导读

二、核心内容整理
欧盟2015年3月3日正式修订REACH法规，将REACH法规中PAHs测试方法EN 16143:2013替代IP 346。修订REACH附件XVII的条款50：该条款主要管控了轮胎及相关消费品中的多环芳烃含量（PAHs）限制，此次主要就其轮胎填充油中PAHs的测试方法进行了修订，新方法EN 16143：2013将替代现有方法IP346，并指明将在2016年9月23日开始全面实施。检测机构可以按照REACH法规PAHs测试方法EN 16143:2013进行检测多环芳烃，也可按照最新多环芳烃PAHs方法AfPS GS 2019:01 PAK测试15种多环芳烃，也可按照AfPS GS 2014:01 PAK测试18种多环芳烃PAHs。
第50条详细修订第2列， 段第二部分替换如下：‘The standard EN 16143:2013 (Petroleum products — Determination of content of Benzo (a)pyrene (BaP) and selected polycyclic aromatic hydrocarbons (PAH) in extender oils — Procedure using double LC cleaning and GC/MS analysis) shall be used as the test method for demonstrating conformity with the limits referred to in the first subparagraph. Until 23 September 2016, the limits referred to in the first subparagraph may be regarded as kept, if the polycyclic aromatics (PCA) extract is less than 3 % by weight as measured by the Institute of Petroleum standard IP 346:1998 (Determination of PCA in unused lubricating base oils and asphaltene free petroleum fractions — Dimethyl sulphoxide extraction refractive index method), provided that compliance with the limits of BaP and of the listed PAHs, as well as the correlation of the measured values with the PCA extract, is measured by the manufacturer or importer every six months or after each major operational change, whichever is earlier.’将EN 16143:2013[石油产品-填充油中苯并芘(BaP)和选定的多环芳烃(PAH)的含量测定.使用双液相(LC)清洗和气相色谱-质谱(GC/MS)分析规程]作为判断是否符合首段中提到的要求的测试方法。2016年9月23日之前，首段中提到的限量将仍可继续获得承认，假如Polycyclic aromatics (PAC)萃取物(依石油协会标准(IP346:2004)量测)小于3%，且产制者或进口商在每6个月或主要操作改变时(适何者较早)，均会对BaP及所有表列PAHs的限制值之符合性，及相关PAC萃取物的测

四、检测认证沟通流程
- 确认产品类别、用途和目标市场。

- 按项目要求进行检测、认证申请或资料递交沟通。
- 出具报告/证书后核对编号、委托信息、样品信息、标准版本和使用范围。
